Here is how a plumber? installed new drain lines for a bath addition. The floor joists were cut at center line and can 

no longer properly support the floor above.

All the floor joists that were cut must now be replaced or repaired. All drain lines for this bath must be relocated.

If this work was done with permits and inspections the municipal inspector sure missed this.
